I guess this could be a little bit of an interpretive song with the main premise posing the question about the uncertainties of death, but it also goes off on other tangents.
The " Foreign Land " that the Preacher refers to is a weakly-veiled representation of Heaven. So, then, when I ask him about " Mexico " and for him to tell me about a place he's never been before ( just like Heaven ), my inquiring about " swamplands " and " snow " ( things that most people don't normally associate with Mexico ), well, it's like reiterating the fact that he's tryin' to tell me about a place he doesn't have any firsthand knowledge of. " Will I see my friends or my family somewhere ? " ( in Mexico / Heaven ).
The " Workin' Girl " and " Government Man " verses are pretty much just " face value " and simply a continuation of a lack of firsthand knowledge, empathy, and/or self-awareness.
The rest of the song simply " spells it out " completely.

Will you see the children or the enemy somewhere ? "
